SIRE is the tanker industry's ship inspection system, and version 2.0 changes how inspections are run. This guide covers the terms, the timeline and what is new.[1]

The acronyms

  • SIRE — Ships Inspection Reporting.
  • OCIMF — Oil Companies' International Marine Forum.
  • TMSA — Tanker Management Self-Assessment.

Background

The SIRE programme was first launched in 1993. The main focus recognised for SIRE 2.0 for 2022 is human factor awareness.

What is new in SIRE 2.0

SIRE 2.0 brings enhancements — but making the inspection take longer by enforcing new systems that take longer to apply is not one of them; the aim is a more consistent, human-factor-aware inspection, not a slower one.

Under SIRE 2.0:

  • The ship can respond to the findings — the statement that the process will not allow a response is false.
  • The initial survey may take longer than usual, because photos and documents must be uploaded to the system — this is true.
  • An average inspection takes about 8 hours.
  • The tablet does not have to remain connected to the internet throughout the inspection — this is false.

Key facts to remember

  • SIRE = Ships Inspection Reporting; OCIMF = Oil Companies' International Marine Forum; TMSA = Tanker Management Self-Assessment.
  • SIRE first launched 1993.
  • 2022 focus: human factor awareness. SIRE 2.0 is not about making inspections slower.
  • The ship can respond to findings (so "no response" is false).
  • The initial survey may take longer (uploading photos/documents) — true.
  • Average inspection ~8 hours. Tablet need not stay online throughout — false.
